When I try and download the latest version of Money Manager EX I get "mmex-1.3.6-win64.exe was blocked because it could harm your device" could you please mark it as safe ?

If it occurs during the download, then it is the browser's security settings.
If it occurs when installing, then see:

BTW: this is not a problem of MMEX, but the safeguards for software from the Internet.

you are right, this is because the signature is not recognized by Microsoft. buying appropriate certificate is too expensive (at least 100$) and it is valid just for 1 year or 2. so, it is not worth it. It's a problem for most open source projects. For exaple:

Thank you for your response guys, I reported on the download that “I think it’s a safe website” there is an option for the owner/representative to report incorrect warnings, could you do that or do you still need the extortionately priced certificate ?

Its great to see updates coming through now for this great application.
