Allow for double quotes around text in CSV files

Hi,
When I download a CSV extract from my bank, the file contains double quotes around some entries in the CSV, specifically when there are multilines in the column.
The import functionality does not allow to specify this, therefore I cannot import the file as is (would have to remove multilines myself first).
Am I missing something, or is this a feature request?
