Try find an answer to your question by searching in google for "Support for RTL (right-to-left) languages".
IMHO If possible, it should involve a programmer, an Arab, because currently there are many other tasks for small developers team.

New english help files for version 0.9.8.0 have been uploaded to SVN. If any Arabic translators are available to translate these files to this version, they will be included in the release planed for 1st August 2011.
