I had a problem after up-dating of the MMEX program to the latest version. In attempt to open my old encrypted database, there is an error "The incorrect password is set for the encoded file or attempt to open the file which the Program isn't a database" doesn't ask from me the password, she writes directly that the base mmex can't be opened though I worked with it and everything was normal. Tell please, whether it is possible to open my encrypted base?

For encryption users, duo to AES128 to AES256 upgrade, you would have to either
use wxSQLitePlus to re-encrypt from this forum post viewtopic.php?p=24957#p24957
convert to plain via v1.8.0 and re-encrypt via v1.8.1 from this forum post viewtopic.php?p=25564#p25564

I am using MMEX on mobile for years, I have a data base with a password.
I am trying now to open this data base on MMEX desktop mac but I am getting this error : "The incorrect password is set for the encoded file or attempt to open the file which the Program isn't a database"

You'll need to tell us which version of MMEX you've been using so far.
You're probably trying to open an old database with a newer version of Mac MMEX.
That won't be possible right away, especially if the database is encrypted.
I would decrypt the database first and then try again.

I created the MMEX DB on my mobile long time ago but I am able to open it with last MMEX version available on google play (currently 5.5.11-release (1116))
and the desktop one is also the latest version : 1.9.4
could you tell me how to decrypt the DB and if it will still be working on the mobile application once done ?
or it may require to add the option to enter password when opening a DB on the desktop.

An .mmb file isn't actually encrypted; encrypted databases have the .emb extension.
Personally, I don't use either the Android version or the Mac version, so I don't have any experience with them.
You can send your .mmb file to info@mmex.ch, and I'll take a look at it. Of course, I guarantee complete confidentiality of your data.
