Windows v1.3.0 (DB v.7) Crashing on New Category Add

Fresh install of portable version on Windows 10 Enterprise 64-bit
Created new database, encrypted it and went to add 1st entry
Needed to add new category for this entry, selected "ADD", entered information and then it crashes.
I can replicated using TOOLS\ORGANZE CATEGORIES
Has others seen this?
