How to customize my own icons SVG, ICO and PNG... and customized theme

How can I customize my own icons (ICO, SVG, PNG...) for my accounts (see image attached)? Is it possible customize the menu and other icons such Help, report, budget, recurring transactions,...? How I create my customized theme?
