Click on Stock Portfolio opens help

When I click on Stock Portfolio on the Home Page, it opens the help file t the section dealing with Stock Portfolios. I cannot access the New Stock Portfolio dialog box as shown in section 1.2. Adding Stocks to our Stock Portfolio. Is there any other way to access this dialog?
