Budget

I am new to MMEX, so am slowly working my way through what it has to offer. Now, I want to create a budget, but I am having problems.
I have been able to nominate a year and a month, but when I go to Budget Setup, as it says I should do, then it simply returns to the User Manual. In fact, every time I do anything, it returns to the User Manual.
In the instructions, it also says to click on the year, and a new dialogue box with categories will appear (or that's what it shows in the instructions).
When I click on the year or the year and month, nothing happens.
Also, the Budget section in the User Manual has a link, but this doesn't work for me.
Any suggestions about the steps I need to follow so I can set up a Budget would be greatly appreciated.
