Is there a possibility to import double entry transactions of this sort:
"Date","Payee","Memo","Amount","DebitAmount","DebitAccount","CreditAccount"
Can it create account during the import process?
please help! I want to switch from my old app!

Of course I know what double-entry bookkeeping is.
MMEX is not double-entry bookkeeping.
I cannot answer your question as to whether you can import data from double-entry bookkeeping.
By the way: this is a user forum, maybe there is a user who has solved this problem.

How did you export from your old software? Which format?
If you're looking for double-entry accounting software, as @Renato points out, mmex is not suitable.
