file missing: api-ms-win-crt-runtime-11-1-0.dll

I have used mmex before with no problems. Now, trying to load on a new computer, the program won't open because a file is missing -- api-ms-win-crt-runtime-11-1-0.dll. So how can i get this file? And where does it go when i find it?
