I have setup a mailinglist with a SVN notify hook so that any commits into SVN gets sent out to the list.
I would recommend all SVN committers subscribe to that list. This allows everyone to see commits happening on svn and be notified of possible conflicts or problems. It also allows some review of changes going into svn.
