v1.9.x: Payee Mngr Window does not save layout

Changed the order in columns in Payee Manager, and does not maintain the layout after reopening it.

And led to a defect that was closed...

Is MMEX designed with "common" rules on Dialogs to maintain user changes on the order of columns?
Seems that the Transaction Window does it indeed, as stated in the changelog.
And I also checked in v1.9.1 beta that is also fine and ok on maintaining the layout on the account window...

... so next is the Payee Manager!
