No database loaded, how to import one

I am starting over and want to know how to do that.  I also just updated to the new release, and not sure it went correctly (got three Subcategory Failures).

So I deleted the database, and now have an empty program that wants me to create a new db but doesn't allow me to import one (grayed out).  So what do I do?

I have the failure log if anyone wants it.
