Error running 32bit version 1.3.1

I'm getting a message when running the above version:

Unable to locate component

This application has failed to start because
api-ms-win-crt-runtime-¦1-1-0.dll was not found. Re-installing the
application may fix this problem.

I've re-installed several times to no avail.

What's wrong ??
