Memory used increase while not connect to internet

I am running Money Manager Ex version 1.3.3. I had experience, Money Manager Ex consumed 100% CPU memory if I run it while no internet connection. Is it normal? It requires internet access while running it? I want to be able running it offline. I have tried several time and it always use very high CPU. I am using Windows 10 Pro.

Any idea how to solve it?

I recommend upgrade.
But newest version is in alpha status.
